In this project, 145 experts and managers related to planning and rural development were questioned about their views. After this investigation, by the method of factor analyzing, eight key factors as the affective factors on functional changes of the rural areas were extracted and entitled. First factor, limitations in development of agriculture and employment in rural areas have at least 14% of the total variance and identified as the most important factor.
