The first generation of new towns development in South Korea is associated with the rapid growth of urbanization, industrialization and subsequently economic increase of this country. Lack of housing and inadequate housing supply, formation and growth of the informal settlements especially in connection with Seoul, and the subsequent centralization in the Seoul metropolitan area are the main and significant urban challenges of South Korea in this period. The second generation of new towns has been planned first with the aim of housing supply as their main function in the capital region. These cities are the result of approach that follow the qualitative, gradual and planned development in the form of small scale but multiple projects compared to the past. Decentralization of Seoul and Seoul metropolitan area, integrated regional development, and ultimately the balance of South Korea’s national territory are the key purposes of this process, in terms of spatial planning. <strong> </strong> <strong> </strong> مقالة حاضر با تمرکز بر فرایند تغییر و تحول در رویکردها و گرایش‌های مؤثر در زمینة سیاست شهرهای جدید، ایجاد و توسعة نسل‌های اول و دوم شهرهای جدید را با استناد به نمونة کرة جنوبی مورد مداقه قرار داده است. نسل اول شهرهای جدید این کشور با دو پیش‌زمینة رشد سریع شهرنشینی، صنعتی‌شدن و رشد اقتصادی منتج از آن، پی‌ریزی و همراه می‌گردد. از جمله چالش‌های شهری قابل توجه در این دوره، فقدان مسکن و عرضة ناکافی آن، شکل‌گیری و رشد اسکان غیررسمی به‌ویژه در ارتباط با سئول و متعاقباً تمرکزگرایی و لزوم تعادل در منطقة کلان‌شهری سئول است. شهرهای جدید نسل دوم که نخست با عملکرد تدارک و عرضة مسکن در ناحیة پایتخت برنامه‌ریزی می‌شوند، آغازگر جریانی هستند که به‌واسطة کاهش نرخ رشد جمعیت و توجه همزمان به توسعه‌های مجدد در کنار جدید، بر توسعة کیفی، تدریجی و برنامه‌ریزی‌شده در قالب پروژه‌هایی با مقیاس کوچکتر، اما متعدد نسبت به گذشته، متمرکز است. امتداد این حرکت، تمرکززدایی از شهر و منطقة کلان‌شهری سئول، توسعة یکپارچه منطقه‌ای و در نهایت، تعادل قلمرو ملی کرة جنوبی را از منظر آمایش سرزمین، هدفگذاری کرده است. <strong> </strong> <strong> </strong> https://jtcp.ut.ac.ir/article_60197_6afb3c00655eb5949f936ee3170482e3.pdf
