A Livable Settlement Model to Achieve Compatibility Between Employees’ Needs in an Eco-Industrial Park, Based on Strategic spatial Planning (Case Study: Mobarakeh Steel Eco-Industrial Park, Isfahan)

Abstract

Urban spatial strategic plans are tools for guiding and controlling activities, utilizing spaces, and focusing on strategic points in urban development. They  are introduced as a process to achieve goals, strategies, and policies while ensuring resource allocation and aligning stakeholders’ interests in an urban decision environment. This research, characterized by its descriptive, analytical, prescriptive, applied, inductive, and mixed-method nature, aims to provide operational agendas, pathways for achievement, and a model for a livable settlement aligned with the needs of employees in an industrial eco-park. Initially, through purposeful and proactive problem identification, overlapping issues, and applying two specific tests (progressive abstraction and boundary analysis) the final problem statement is formulated. Following this, to enhance livability levels, after drafting the vision and goals statements, strategic statements are developed by using SWOT method and ranked using the QSPM approach. Finally, by drafting statements of policies, programs, and projects, a settlement model compatible with the Mobarakeh Steel Industrial Eco-Park is proposed. According to this model, three main project territories are recognized: the first area relates to providing services and needs within infill development zones by utilizing unused lands; the second area aims at reducing environmental pollution and enhancing the utilization of natural features within the ecological capacity area; and the third area focuses on improving the quality of the urban fabric within zones designated for initial core formation improvements. Strengthening environmental regulations monitoring, implementing a functional budgeting system, reducing land costs, upgrading housing facilities, expanding tourists services, and enhancing knowledge, talent, awareness and workforce motivation, are main proposals for transforming and  upgrading development in a livable settlement for the needs of industrial eco-park employees.
