Designing a Strategic Cost Leadership Model for Mass Housing Production in Iran

Abstract

The present study is an applied-developmental research that was conducted with the aim of designing a strategic cost leadership model for mass housing production in Iran. A mixed exploratory research design was used to conduct this research. The research participants are 12 construction industry managers in the country. In the qualitative part, research literature and related articles were used to collect data, and in the quantitative part, a questionnaire was used. Data analysis was performed in the qualitative part with meta-composition meta-composition qualitative analysis, and in the quantitative part, multi-attribute decision-making hybrid approaches and specifically the Swara-Vaspas hybrid approach were used. Research findings showed that the proportion of housing prices to the economic status of different segments of society, providing social welfare in the field of housing, reducing construction costs, and building small and affordable houses are the most important cost leadership indicators for mass housing production in Iran. Also, the empowerment strategy with a weight of 0.928, the housing construction strategy with a weight of 0.787, the housing financing-based strategy with a weight of 0.708, and the land and services supply strategy with a weight of 0.651 are the most important strategies for mass housing production in Iran based on cost leadership indicators.
