Identifying and Prioritizing Key Factors in Housing Selection using MICMAC Technique: The Case of Zabol

Abstract
Housing, as one of the most fundamental components of urban quality of life, has a profound impact on the social and physical sustainability of neighborhoods and on residents’ overall satisfaction. In border cities such as Zabol, residential location choice is influenced by multiple interacting forces, making the structural understanding of these factors essential for anticipating future developments and effectively managing the housing market. The aim of this study is to conduct a structural analysis of the drivers affecting housing choice and to evaluate the quality of life across the neighborhoods of Zabol using a futures studies approach. Given the complexities of residential markets in border regions, identifying strategic variables for enhancing neighborhood livability is crucial. This research is applied in purpose and descriptive-analytical in nature. To identify the reciprocal relationships among 16 key indicators in economic, physical, social, and service dimensions, structural analysis was employed. Data were collected through a matrix-based questionnaire administered to 30 experts in urban planning and analyzed using MICMAC software. The results of the cross-impact matrix indicated that the system possesses a moderate level of stability. Variables such as “public and social security of the neighborhood” (Var07) and “access to educational facilities” (Var05) were identified as main drivers and strategic variables with the highest influence on the overall system. In contrast, “overall residential desirability” (Var04) had the highest level of dependence and functions as the ultimate output and goal of the system. Furthermore, the analysis of indirect relationships highlighted the critical role of linking variables in shaping the future dynamics of Zabol’s housing sector. The findings emphasize that to improve residential quality and guide the future housing market in Zabol, urban management should prioritize strengthening the key driving indicators, as any change in these variables can trigger positive and systemic transformations across various dimensions of quality of life and citizen satisfaction.
