ارائة الگوی توسعة نظام نوآوری منطقه‏ای در ایران (نمونة موردی: استان یزد)

چکیده

سال‏ها از مطرح شدن نوآوری به منزلة محرک توسعة اقتصادی در مناطق می‏گذرد. یک دهه نیز از توجه به سیاست‏های نظام نوآوری منطقه‏ای در استان یزد می‏گذرد. ولی آثار مثبتی از این رویکرد در توسعة استان مشاهده نشده است. به همین دلیل این پژوهش با هدف ارائة الگوی مناسب توسعة نظام نوآوری منطقه‏ای در ایران، با مطالعة استان یزد، به عنوان نمونة موردی، انجام شد. در این پژوهش شناسایی و تحلیل عوامل کلیدی مؤثر بر توسعة نظام نوآوری منطقه‏ای با استفاده از روش تحلیل عاملی اکتشافی و شاخص اهمیت نسبی صورت گرفت. یافته‏های این پژوهش بر اساس نظر متخصصان و فعالان این حوزه نشان داد سه عامل منابع انسانی، پارک علم و فناوری، و مراکز رشد و نوآوری و خلاقیت در استان یزد بیشترین اهمیت را بین سایر عوامل دارند که نشان‌دهندة تمرکز بودجه و سیاست‏ها و پروژه‏ها بر این عوامل و غفلت از سایر عوامل است. با توجه به اهمیت و اولویت‏های مشخص‌شده و دسته‏بندی عوامل در نظام نوآوری استان یزد، پنج دسته قابل تفکیک است: 1. سرمایة انسانی و اجتماعی؛ 2. زیرساخت‏های نوآوری؛ 3. فرایندهای نوآوری؛ 4. پویایی‏های کسب‏و‏کار؛ 5. توسعة درون‏زا. می‏توان نتیجه گرفت تا کنون تمرکز بر مرحلة ابتدایی الگوی نظام نوآوری منطقه‏ای، که بیشتر جنبة ورودی دارد، بوده است و نظام نوآوری استان یزد در مراحل ابتدایی است. مطابق الگوی ماحصل پژوهش، توسعة نظام نوآوری منطقه‏ای استان یزد نیازمند تمرکز بر سه دسته عامل است: فرایندهای نوآوری، پویایی کسب‌وکار، توسعة درون‌زا.
